U.S. Extends Final Anti-Circumvention Release on Vietnamese Stainless Steel Coil

The Trade Defense Bureau of Vietnam's Ministry of Industry and Trade has revealed that the U.S. Department of Commerce (DOC) has announced an extension of the issuance of final findings in two investigations until September 6, 2022. This is the fourth time the U.S. has announced an extension of the investigation period.


Previously, the U.S. Department of Commerce announced on May 15 that it would launch a trade investigation into stainless steel sheet and strip imports from Vietnam, while claiming that the products in question may be suspected of circumventing anti-dumping duties and countervailing duties.

Specifically, the U.S. Department of Commerce investigated two elements, including investigating the scope of products to determine whether stainless steel products originating in China and processed in Vietnam prior to export to the United States should be taxed.

In addition, the U.S. Department of Commerce is also conducting an anti-circumvention investigation of Vietnamese companies.

According to the Trade Defense Bureau, this is a case in which the U.S. Department of Commerce initiated the investigation, rather than allegations initiated by a domestic U.S. manufacturer.

Since February 2017, the U.S. Department of Commerce has applied anti-dumping duty rates of 63.86% to 76.64% and countervailing duty rates of 75.60 % to 190.71% on stainless steel products originating in China. In contrast, the U.S. import duty rate for stainless steel sheets originating from Vietnam is zero.
